Dead Island Definitive Edition down or not working? crashes or problems?

I am trying to launch(and have been for a while now) Dead Island: Definitive Edition on STEAM and it will not load or get beyond on the "Running" button then go back to "Play" as if the launch button was never pressed.
STEAM says that the issue is NOT steam.
